When planning a route for an autonomous vehicle, there is an intended route, based on waypoints or other route planning, and there is obstacle avoidance that keeps the vehicle from bumping into unexpected things, but there is a third level of route planning that can be summarized by adhering to local rules. This is the most complex and the most important aspect of route planning.

How does one stop at stop signs, follow detours, stay within lane lines, or otherwise micro-navigate? To date, this is handled by expensive, complicated vision systems which attempt to recognize lane lines, stop signs, and other indicators — but it is difficult and error-prone and it is the heart of the most difficult part of route planning.
